David A. Scotti focuses his practice in the areas of construction litigation, construction contracts and project counseling. Mr. Scotti has represented owners, developers, architects, engineers, contractors and subcontractors in construction-related matters, including those involving delay, disruption, extras, cost overruns, design and construction defects, differing site conditions, bid disputes, payment and mechanics' liens. He also has extensive experience in design and construction contract drafting, negotiation and project counseling regarding dispute avoidance. Mr. Scotti has mediated, arbitrated and litigated matters involving a variety of construction projects including power plants, blast furnaces, dams, bridges, roads, aerial tramways, hospitals, prisons, schools, office buildings, public housing, mixed-use developments and housing developments. He has represented clients regarding both domestic and international disputes in federal and state trial and appellate courts, the Armed Services Board of Contract Appeals, the PA Board of Claims, the International Chamber of Commerce, the International Centre for Dispute Resolution and the American Arbitration Association. Mr. Scotti has concentrated his practice in the area of construction law for over 20 years.
Mr. Scotti has served as an arbitrator and mediator on a broad range of construction matters. He is a member of the National Panel of Arbitrators for the American Arbitration Association and has served as a construction arbitrator since 1990 and mediator since 1994. Mr. Scotti has authored seminar materials and delivered numerous educational presentations on numerous topics related to the construction industry. He has lectured for the American Bar Association Forum on the Construction Industry, the Associated General Contractors of America, Tri-State Construction Users Council, Pennsylvania Department of Transportation, and the Conference of Catholic Facility Managers.
Mr. Scotti serves as the Chairman of Contract Documents Division of the ABA Forum on the Construction Industry. He is the legal representative for a joint committee of the Pittsburgh chapters of the American Institute of Architects and the Associated General Contractors of America. Mr. Scotti is a member the Construction Law Section of the Allegheny County Bar Association and an affiliate member of the Master Builders Association of Western Pennsylvania. Mr. Scotti is a 1980 graduate of the University of Pittsburgh School of Law and a graduate of Johns Hopkins University (B.A., 1977).
