John C. Chapman practices in the area of corporate law, with emphasis on securities law and regulatory counseling. Mr. Chapman's practice focuses on representing corporate and securities clients with enforcement and compliance needs as well as assisting clients with corporate governance and regulatory matters.
Prior to joining Duane Morris, Mr. Chapman was appointed by Governor Mitt Romney to serve as the undersecretary of the Executive Office of Economic Development for the Commonwealth of Massachusetts, and to develop the commonwealth's energy plan. Prior to this appointment, Governor Romney appointed Mr. Chapman to serve as the commissioner for the Department of Industrial Accidents and to oversee the reform and reorganization of that agency, which oversees the workers' compensation system.
Before serving in the Romney administration, he was vice president and assistant general counsel of Tucker Anthony Inc., a full service brokerage firm and investment bank. At Tucker, Mr. Chapman provided legal advice on general corporate and regulatory matters, including drafting policies and procedures, drafting and negotiating contracts, reviewing and drafting regulatory filings, and managing all corporate insurance matters for the firm.
Mr. Chapman started his career at the U.S. Securities and Exchange Commission's Division of Enforcement, where he led a number of high profile and other sensitive investigations, including financial fraud, insider trading, stock manipulation and other misconduct.
Admitted to practice in Massachusetts and the District of Columbia, Mr. Chapman is a 1992 graduate of Suffolk University Law School and a graduate of Kenyon College.
