Michael A. Splete practices in the area of energy law with a concentration on matters related to generator interconnection, energy markets and regulation. Mr. Splete has experience in a variety of regulatory topics, including interconnection agreements under Orders 2003 and 2006, and analysis of market power, market-based rates and mergers, holding companies and affiliates by the Federal Energy Regulatory Commission ("FERC"). He has also advised state commissions on regulatory issues and provided representation in FERC settlement proceedings. Mr. Splete has assisted in drafting and editing proposed state legislation, rulemaking comments, and seminar coursebooks on electricity law and the Energy Policy Act of 2005.
Prior to entering private practice, Mr. Splete served as law clerk to Administrative Law Judges Herbert Grossman and Karen Johnson of the FERC. He also served as law clerk to the Honorable James Baker of the U.S. Court of Appeals for the Armed Forces.
Admitted to practice in Maryland and the District of Columbia, Mr. Splete is a 2002 graduate, with honors, of George Washington University Law School, where he was executive editor of The Environmental Lawyer, and a graduate of Cornell University.
