Ray M. Shepard practices in the area of complex civil, criminal and administrative litigation with a focus on healthcare fraud, procurement fraud, government contract fraud, False Claims Act and qui tam matters. Mr. Shepard has defended physicians, hospitals, long-term and managed care facilities, pharmacies, laboratories and other healthcare providers against claims of fraud and abuse. Mr. Shepard has also defended healthcare providers, corporations and corporate officials in a broad range of white-collar criminal cases. He has extensive jury trial and appellate experience before both state and federal courts and frequently teaches continuing legal education courses regarding electronic discovery, computer forensics and the use of electronic evidence in litigation.
Prior to entering private practice, Mr. Shepard served as an Assistant U.S. Attorney, in which capacity he was responsible for all phases of felony criminal prosecution in federal court, including grand jury and appeals, for organized crime and drug enforcement cases. Immediately after graduating from law school, Mr. Shepard served as an attorney for the U.S. Navy Judge Advocate General's Corps. He presently serves as staff judge advocate for the West Virginia Air National Guard, 167th Airlift Wing.
Admitted to practice in Maryland, the District of Columbia, Virginia and West Virginia, Mr. Shepard is a 1991 magna cum laude graduate of the University of Baltimore Law School, where he was associate editor of the University of Baltimore Law Review and a member of the Heuisler Honor Society. Mr. Shepard is also a graduate of Towson University and the Naval Justice School.
