Sejal C. Shah practices in the area of energy law with a focus on electricity, natural gas and pipeline matters. Ms. Shah has extensive FERC litigation and regulatory compliance experience with respect to both RTO/ISOs as well as the investor-owned utilities. She is actively involved in a number of complex FERC proceedings, including market design, tariff and rate schedule proceedings, for which she has drafted related tariff and business practice provisions, testimony, answers, comments, protests, compliance filings, requests for rehearing and other pleadings. In addition, Ms. Shah regularly participates in and provides counsel and advise at client, stakeholder and task force meetings on a variety of technical energy market mechanisms and has also conducted comprehensive power purchase contract reviews for compliance with Order No. 890 and the pro forma OATT. Ms. Shah has represented a local public utility commission in litigation matters before the DOE and FERC, and has also managed and executed rulemaking proceedings on behalf of the local commission, including drafting of the NOPR and issuance of the Final Rule. Ms. Shah has recently begun working on generator interconnection procedures and agreements.
With regard to natural gas and pipeline industry issues, Ms. Shah represents investor-owned utilities in administrative and appellate level litigation, rulemakings, and tariff and rate schedule proceedings. She has both initiated and defended clients in FERC complaint proceedings, participated in settlement negotiations and drafted settlement agreements. She is currently participating in the licensing of an LNG terminal.
Prior to joining Duane Morris, Ms. Shah primarily represented a number of California-based municipal electric utilities, electric cooperatives, irrigation districts, regional and national energy associations, and various other clients in the electric and natural gas industries in ratemaking, rulemaking, restructuring and other proceedings before FERC and the U.S. Courts of Appeals for the District of Columbia Circuit and the Ninth Circuit.
During law school, Ms. Shah was a summer law clerk at the Federal Energy Regulatory Commission, Office of Administrative Litigation. Prior to attending law school, she worked as a project management consultant in the energy, oil, pipeline and other process industries.
Ms. Shah is an active participant in various bar association activities. She is the vice chair of the Young Lawyers Committee of the Energy Bar Association and Programming Director for the South Asian Bar Association of Washington, D.C. Ms. Shah is also an associate representative for the Duane Morris Washington, D.C. office.
Ms. Shah has been certified as an Accredited Professional under the LEED (Leadership in Energy and Environmental Design) Green Building Rating System.
Ms. Shah is a 2004 graduate of American University, Washington College of Law, where she was a member of the Administrative Law Review, and a graduate of American University, Kogod School of Business (M.B.A.), and New York University.
