For more than a decade, Mr. Levitine has advised electric and gas utility companies, regional transmission organizations, independent power producers and industrial customers on a wide range of issues involving the Federal Power Act, the Natural Gas Act, the Energy Policy Act of 2005 and other statutes and regulations governing the U.S. energy industries. He has deep knowledge of competitive electricity markets and has been active in FERC's recent energy markets, electric reliability and open access reform initiatives. As an experienced FERC practitioner, Mr. Levitine has successfully represented clients in numerous tariff, complaint and hydrolicensing proceedings, hearings and rulemakings.  

Mr. Levitine also has substantial experience with liquefied natural gas (LNG) matters.  He has assisted clients with LNG terminal certification and other related issues, both onshore and offshore, including under the Deepwater Port Act of 1974.  In addition, he advises clients on energy transactional matters, including drafting and negotiation of natural gas and electricity transportation, sale and interconnection agreements.

Mr. Levitine's U.S. practice is complemented by his experience with international energy matters. He has advised national energy regulators, market and system operators and government-owned utilities in Vietnam, the Philipinnes and Russia on issues ranging from energy markets creation and reform to drafting contractual instruments and regulatory frameworks for those markets. He also was involved in a high-profile effort in Indonesia in the late 1990s to renegotiate a series of long-term power purchase contracts and joint operating agreements between that country's principal electric utility and various international power project developers. Prior to that work, Mr. Levitine represented a Canadian crown corporation in an international arbitration involving imports of electric power into the United States.

Mr. Levitine is a native Russian speaker and studied at Moscow State University in 1987-90.
