Mr. Toomey has been representing owners, general contractors, subcontractors, suppliers, design professionals and sureties for almost 30 years in state and federal courts in at least 23 states, from coast to coast and in Alaska and Florida, before arbitration panels nationwide as well as internationally. He has also handled matters before the U.S. Court of Federal Claims and numerous Boards of Contract Appeals. Mr. Toomey has arbitrated construction disputes and is a trained mediator with more than 20 years' experience in alternative dispute resolution, both as a mediator and as counsel. He has been regularly appointed by the U.S. District Court for the District of Columbia to mediate construction and other disputes. In addition, he is a mediator with the Mid-Atlantic ADR organization, The McCammon Group.  

A former Assistant U.S. Attorney for the District of Columbia, he has handled and tried numerous white-collar criminal matters. For more than 33 years, he has been involved in the teaching of trial advocacy, both as the founder and team leader of the Georgetown/NITA Trial Advocacy Program and currently as the Program Director of the DC NITA Advanced Trial Advocacy Program.

In 2009, 2010 and 2011, Chambers USA: America's Leading Lawyers for Business included Mr. Toomey in its listing of leading construction lawyers in the District of Columbia.

In October 2010, Mr. Toomey concluded his sixth stint as Program Director of the National Institute of Trial Advocacy's D.C. Advanced Trial Advocacy Program, held at the U.S. District Court for the District of Columbia.

A Fellow of the American College of Trial Lawyers since 2000 (limited to one-percent of the D.C. Bar), Mr. Toomey is admitted to practice in the District of Columbia, Virginia and Maryland and numerous federal districts and courts of appeal. He is a graduate of Georgetown University Law Center, where he was an adjunct professor, teaching Construction Law and Criminal Trial Practice for almost 20 years. In 2007, he was honored by the Law Center with the Dean Paul R. Dean award for his numerous contributions to his alma mater.
