Speakers
Richard P. Dyer has extensive experience in procurement, construction contracts, turnkey/design-build contracts, EPC contracts, construction management contracts, architect and engineer agreements, trade contracts/subcontracts, EEO and OSHA matters, bonding, mechanic's liens and insurance matters.
Charles Fastenberg has more than 30 years' experience with improvement projects for public entities in New York. He has represented developers and owners, design builders, contractors, subcontractors, surety and insurance companies, and other entities in construction and development projects.
Kenneth H. Lazaruk has more than 30 years' experience in the construction industry, including more than 20 years as a construction attorney. He has represented all the parties to a construction dispute, including architects, engineers, owners, developers, contractors, construction managers, suppliers and vendors.
Tamara M. McNulty, LEED AP, has extensive experience in federal government procurement and contracting, and has asserted claims and bid protests to various boards of contract appeals and the Court of Federal Claims, as well as asserted and defended bid protests at both the state and federal level.
Allen J. Ross has more than 40 years of experience practicing law in construction, litigation and real estate. In addition to traditional legal work, he has also developed a career in alternative dispute resolution in the construction industry, serving as an arbitrator, mediator and dispute review board chair.
Daniel E. Toomey is a trial lawyer with a particular focus on construction and government contract litigation. Mr. Toomey has been representing owners, general contractors, subcontractors, suppliers, design professionals and sureties for more than 25 years in state and federal courts.
Marcia Van Wagner is New York City's deputy comptroller for budget. She monitors the city's expense and capital budgets and prepares analyses of the city's fiscal condition. Ms. Van Wagner has previously served as the chief economist for the Citizens Budget Commission, the Office of the State Deputy Comptroller for New York City and the New York City Economic Development Corporation, and has also served on the faculty of Vassar College.
