Demand for skilled-worker U.S. visas, known as H-1Bs, exceeded the year's entire supply in the first week that employers could file applications, promoting the government to resort to a lottery to allocate them.

"The arcane limit on the number of H-1Bs issued each year leaves a company's hiring strategy to pure chance and puts U.S. businesses at an extreme disadvantage when recruiting for highly skilled foreign talent," said Valentine A. Brown, an immigration lawyer from Philadelphia who helps companies secure the visas.
