Paul JosephsonCHERRY HILL AND NEWARK, April 1, 2013—Duane Morris is pleased to announce that Paul P. Josephson has joined the firm's Trial Practice Group as a partner in New Jersey, working out of both its Cherry Hilll and Newark offices. Josephson further strengthens Duane Morris' trial and gaming law practice in complex litigation, as well as its ability to help clients navigate government affairs and business matters. Josephson joins the firm from Hill Wallack LLP, where he led that firm's regulatory and government affairs and gaming law practice groups and founded its government affairs/media affiliate, Government Process Solutions LLC. Josephson will also serve clients through Duane Morris' government affairs affiliate, DMGS.

Josephson represents clients in a broad spectrum of business matters, usually involving significant public interests or regulated by government agencies, including government contracting and administration; business permitting and licensing; economic incentives; development/redevelopment; condemnation and regulatory takings; transportation and infrastructure; environmental, energy, banking and insurance regulation; government ethics; and election and campaign finance. In addition, he represents clients in matters involving casinos and gaming, including lottery, horseracing, Internet and sweepstakes. Josephson also advises clients in traditional litigation and counseling, as well as in managing public affairs, media relations and crisis communications for clients, both private and public. In his career, he has obtained more than $200 million in economic incentives and regulatory approvals for major development projects on behalf of property owners, developers and financial sources. He also has pioneered the area of challenging incentives awards, winning a $40 million reduction at the agency level in a matter of first impression that disputes a $210 million incentive award pending in the courts.

Josephson has served as Director, Division of Law, for the State of New Jersey Office of Attorney General, and as Chief Counsel to the Governor and as Chief of Authorities for the State of New Jersey Office of the Governor, where he represented New Jersey on matters for more than 50 bi-state and state authorities, including the Port Authority of New York and New Jersey; Delaware River Port Authority; Delaware River and Bay Authority; New Jersey Transit; New Jersey Turnpike Authority; and the New Jersey Pinelands and Meadowlands Commissions. During his State service, Josephson helped to merge the Turnpike and Garden State Parkway, fix New Jersey's broken electronic tolls and vehicle inspection systems, and implement electronic voting and registration technologies.

Since his State service, Josephson has been designated to serve as Special Counsel to the State in complex litigation and other matters. In that role he has represented the New Jersey Casino Control Commission and NJ Transit in major cases. He was also selected by the New Jersey Casino Reinvestment Development Authority to co-author the Atlantic City Master Plan blueprint for revitalizing that city in 2012.

In addition, he has served as the New Jersey General Counsel for Obama for America, campaign counsel to Newark Mayor Cory Booker, and represented a bipartisan array of federal and state candidates, political parties, PACs and major donors on campaign and ethics issues.

Josephson is chair of the New Jersey State Bar Association's Administrative Law Section and a member of the International Association of Gaming Advisors. He also lectures annually for the New Jersey Institute for Continuing Legal Education on administrative law, election/campaign finance law, government ethics and advocacy issues. He has served as a moderator and speaker for New Jersey Future's annual Redevelopment Conferences and as a moderator for the New Jersey Alliance for Action on Atlantic City infrastructure issues.

Josephson has been recognized by Politickernj.com on its annual Power List of most influential New Jerseyans, by the Citizen's Campaign, New Jersey's leading government reform group, where he co-chairs its Legal and Policy Task Force with former Supreme Court Justice Gary Stein, and by the New Jersey Charter School Association, which leads education reform efforts and (as of April 15) will appoint him to its board. He also serves as Secretary and Trustee of the Princeton Charter School, one of the nation's top performing K-8 schools.

He earned his J.D. with honors in 1990 from The George Washington University Law School and his B.A. in 1987 in Political Science from The University of Michigan, where he began his career in government and advocacy as student body president.
