Mark Silberman, Former Illinois Health Official, Joins Duane Morris in Chicago

CHICAGO, August 28, 2006 - Duane Morris LLP is pleased to welcome Mark J. Silberman, the former Deputy Chief Counsel for Litigation and Enforcement at the Illinois Department of Public Health, to the firm. Mark, who has also served as General Counsel for the Illinois Health Facilities Planning Board since July 2005, joins the firm's Chicago office as an associate in the Health Law Practice Group.

Mark has experience in state and federal prosecution and enforcement, and will counsel nursing homes and hospitals in matters of state licensure certification and regulatory compliance. As the former Deputy Chief Counsel for Litigation and Enforcement at the Illinois Department of Public Health, Mark gained extensive knowledge of the complex regulations impacting all aspects of licensed and certified facilities, including skilled nursing facilities, intermediate care facilities for the developmentally disabled and skilled pediatric facilities. As General Counsel for the Illinois Health Facilities Planning Board, Mark developed and implemented new health planning rules and provided interpretations of existing rules affecting hospitals, nursing homes and other healthcare entities impacted by the board's rules and regulations. Prior to that, Mark served as an assistant state's attorney for Sangamon County, where he was the chief of drug prosecution for two years. He was designated a special assistant U.S. attorney for the Central District in Illinois during that time.

In 2003 Mark received the Prosecutor of the Year award from the narcotics unit of the Springfield Police Department, and in 2004 he was admitted to the Capital Litigation Trial Bar of the Supreme Court of Illinois. In addition, he has been active in numerous community organizations, including as chair of the Legal Issues Committee for the Family Violence Council and as a board member for the Springfield Municipal Opera and the Springfield Ballet Company.

Mark earned his J.D., cum laude, in 1998 from the University of Illinois College of Law, and is a 1995 cum laude graduate of Brandeis University with a B.A. in philosophy.
