Duane Morris Welcomes Former Ober Kaler Partner to Baltimore Office

BALTIMORE, March 11, 2008 - Duane Morris is pleased to welcome Ray Shepard as a partner in the Trial Practice Group in its Baltimore office. Formerly a partner in Ober, Kaler, Grimes and Schriver, he focuses his practice on complex civil and criminal litigation with an emphasis on government contract and healthcare fraud as well as matters under the False Claims Act.
Shepard has defended hospitals, pharmacies, physicians and healthcare facilities against claims of fraud and abuse. In 2006, he obtained a dismissal of all complaints against nine hospitals in a multidistrict, high-value False Claims Act matter.
Shepard was formerly an Assistant U.S. Attorney in the Southern District of West Virginia and a Special Assistant U.S. Attorney in the Eastern District of Virginia. He prosecuted felony criminal cases in federal court, including white-collar, money laundering, firearm, drug trafficking and violent criminal offenses. He also prosecuted felony criminal cases relating to the U.S. Navy and complex procurement fraud, product substitution and trademark violations.
Shepard has handled investigations and litigation in both state and federal courts, including representing clients at both the trial and appellate level, and in grand jury proceedings.
He is a Staff Judge Advocate for the 167th Airlift Wing in West Virginia, providing legal assistance to unit members and counseling commanders on a wide range of topics, including military justice, administrative actions, mobilization issues, the law of armed conflict, the Uniformed Services Employment and Reemployment Rights Act (USERRA) and the Servicemembers Civil Relief Act (SCRA). From 1991 to 1996, he was an attorney in the U.S. Navy Judge Advocate General's Corps.
Shepard is a member of the Maryland, Virginia, District of Columbia and West Virginia bars. He is a 1991 graduate of the University of Baltimore School of Law, where he earned his J.D., magna cum laude, and was associate editor of the University of Baltimore Law Review. He earned his B.S. in Speech Communications from Towson University and attended the Naval Justice School.
