Duane Morris' Washington, D.C. Office Adds Former Federal Agency General Counsel

WASHINGTON, D.C., September 8, 2008 - Duane Morris LLP is pleased to welcome Kerry B. McTigue as a partner in its Washington, D.C. office. After serving for two years as general counsel of the U.S. Office of Personnel Management (OPM), which administers the nation's entire 1.8 million employee civil service, McTigue joins Duane Morris' Trial Practice Group.
In his role as OPM's general counsel under President George W. Bush, McTigue oversaw all legal aspects of OPM's diverse responsibilities, which include managing health insurance benefits for approximately 8 million federal employees, conducting most of the government's background investigations and spearheading significant federal personnel law regulations and litigation. McTigue directed three divisions that represent OPM in areas such as government contracts, torts, labor and employment, ethics, intellectual property, compensation, civil and administrative appeals, security/suitability determinations and fiscal law. McTigue also acted as the agency's liaison with the Office of White House Counsel, and regularly represented OPM before Congress and with other federal agencies. McTigue also served as the senior executive in charge of the United States' Combined Federal Campaign. During the campaign, federal employees gave record-setting donations of more than $270 million to more than 20,000 charities.
From 1997 to 2000, McTigue served in the U.S. Army Judge Advocate General's Corps in several roles: first as an attorney-advisor and prosecutor and subsequently as the chief of the Civil Law and Litigation Division for Fort Leonard Wood, Mo. and as a Special Assistant U.S. Attorney. McTigue was also the chief legal advisor to the FBI and the U.S. Army Criminal Investigative Division for military installation criminal cases.
McTigue is admitted to practice in South Carolina and Kentucky as well as before several federal district and circuit courts and the U.S. Supreme Court. McTigue graduated with honors from the Judge Advocate Officer's Basic Course in Charlottesville, Va. in 1997. Prior to earning his J.D. from the University of Kentucky in 1996, he graduated, cum laude, with a B.S. in Financial Management from Clemson University in 1993, where he was also designated a distinguished military graduate.
