Delphine O’Rourke is a dynamic and experienced leader in the health industry. She optimizes value for clients as a legal and strategic advisor to executive teams on the most pressing governance, regulatory, and crisis management issues in today’s health space. She drives transformational change by leveraging her unique experience as health system executive, legal and strategic advisor to health clients, and managing partner of the Philadelphia office of a large health law firm.
She has extensive experience with hospitals and health systems, C-suite problem solving and not for profit hospital boards. Clients call on Delphine to navigate sophisticated governance concerns, for regulatory advice as part of complex transactions, and to prepare for and respond to significant risk and emergency events.
Delphine has served as external and internal counsel to hospitals and health systems and improved performance through her dedication to practical, innovative and solutions-driven advice. Most recently, she was an executive leader and legal counsel for Ascension, the largest nonprofit healthcare system in the country, with $23 billion in revenue and 165,000 employees in 24 states and the District of Columbia. In her capacity, she had primary responsibility for legal, regulatory and governance matters for Ascension’s Eastern market and served on Ascension Legal’s senior leadership team with oversight of the delivery of legal services to all of Ascension and its subsidiaries.
Delphine is a widely followed thought leader and sought-after advisor on critical issues affecting the health industry. Transitions to shared governance models in times of rapid expansion; health care regulatory analysis for struggling and distressed providers and regulatory compliance due diligence in the health system acquisition - are just a few recent examples. Because of her deep industry knowledge and experience as chief advocacy officer for a health system in New York, she regularly speaks and advises on the business and operational impact of regulatory changes on the health and wellness communities.
Delphine has extensive international experience. She has represented European and multi-national corporations and served in three U.S. embassies and consulates. She has worked in France, Spain, Czech Republic, Italy and Morocco. She is a native French speaker and is conversant in Spanish and Italian. Delphine also worked on international legal policy issues for the Council on Foreign Relations in New York and started her practice as a litigator with Shearman & Sterling in both the Paris and New York offices.
She is committed to the advancement of women in the legal profession and on corporate and not-for-profit boards and works with a variety of advocates to promote women in leadership including serving on the Women’s Leadership Council of the American Health Lawyers Association and the Women in Executive Leadership and Governance Committee of the Forum of Executive Women. She is also a board member of the Legal Aid Society of Mid-New York, Inc. and of Legal Services of Mid-New York.
She is a graduate of Columbia Law School and Georgetown University’s School of Foreign Service. Delphine clerked for the U.S. District Court in the Eastern District of Pennsylvania.
