April Denise Seabrook serves as Special Counsel in the Appellate Practice of Duane Morris’ Trial Practice Group, where she handles complex motions and strategic issue development at the trial level and litigates appeals in state and federal courts. Ms. Seabrook possesses a dual background in government enforcement and private-sector defense, bringing two decades of experience handling complex civil litigation, enforcement actions, and both government and corporate internal investigations. From investigating disputes to shaping arguments on appeal, Ms. Seabrook possesses a strong understanding of how cases are built—and how they are ultimately won.

Before joining Duane Morris, Ms. Seabrook served as Senior Litigation Counsel in the Enforcement Division of the Consumer Financial Protection Bureau (CFPB), where she led and participated in investigations and litigation to enforce federal consumer financial protection laws. She co-led the Bureau’s first litigated enforcement action under the Secure and Fair Enforcement for Mortgage Licensing Act (SAFE Act) and played an influential role in enforcement matters involving the Consumer Financial Protection Act, Truth in Lending Act, Fair Credit Reporting Act, and the Fair Debt Collection Practices Act. Ms. Seabrook regularly advised agency leadership on litigation risks, strategy, and settlements, and has been involved in obtaining significant recoveries for consumers across the country.

Ms. Seabrook’s extensive experience in defensive litigation includes nearly eight years as an Assistant United States Attorney in the Civil Division of the U.S. Attorney’s Office for the District of Columbia, preceded by seven years in private practice at another firm. As an Assistant United States Attorney, Ms. Seabrook defended the federal government and its agencies in more than 300 civil cases and handled numerous appeals before the D.C. Circuit. Her practice encompassed diverse subject matters, including constitutional and administrative law challenges, employment discrimination, tort, Freedom of Information Act disputes, and immigration-related matters. She also served briefly in the Office’s Criminal Appellate Division, where she briefed criminal appeals before the D.C. Court of Appeals and D.C. Circuit.

Earlier in her career, Ms. Seabrook represented clients in federal and state court litigation, white collar defense, government-facing investigations, and corporate internal investigations—including matters involving product liability, consumer protection, deceptive marketing, anti‑kickback laws, and fraud under securities, healthcare, and procurement laws.
