Scott Leopold’s practice focuses on the gaming industry. Mr. Leopold has facilitated gaming licensure of individual qualifiers, casinos, sports data service providers, internet gaming companies, sports betting companies, media companies and marketing affiliates from initial application preparation through extensive regulatory investigative requests and final licensure approval. He also has experience analyzing state and international legislation, rules, and regulations to assess gaming licensure requirements, the legality of sports wagering systems, gambling prohibitions concerning employees, qualifiers and owners of sports betting operators and related regulatory matters.
Mr. Leopold is a 2020 cum laude graduate of Drexel University Thomas R. Kline School of Law and a graduate of the University of Wisconsin.

Represented American Racing and Entertainment, the owner and operator of Tioga Downs Casino Resort and Vernon Downs Casino Hotel, in its $175 million sale and leaseback of the real estate assets of Tioga Downs to Gaming and Leisure Properties, Inc. (NASDAQ: GLPI), a real estate investment trust focused on owning real estate property that is leased to gaming operators.
Represented as North American and Latin American gaming regulatory counsel to Aristocrat Leisure Limited, a global gaming and technology company, in its $1.2 billion acquisition of NeoGames.
