Washington, D.C., June 1, 2010—Duane Morris LLP is pleased to announce that Albert V. Carr, Jr., joined the firm in its Washington, D.C., office as Of Counsel in its growing Energy, Environment and Resources Practice Group. His addition increases the firm's depth in energy and construction law, particularly in the nuclear power industry. Carr will work closely with Duane Morris' Construction Group in matters associated with the construction and operation of nuclear power facilities; the firm's Construction Group is nationally ranked by Chambers USA among the leaders in the industry. Carr is a Professor of Practice at Washington and Lee University School of Law.
Carr focuses his practice on nuclear energy and nuclear licensing, representing utilities or groups of utilities in obtaining licenses to construct and operate nuclear plants. He works with construction companies and other vendors to help ensure they meet the requirements to be permitted to build nuclear facilities. Carr also represents clients in regulatory matters before federal agencies and advises on issues involving Federal Energy Regulatory Commission (FERC) and U.S. Securities and Exchange Commission regulation, industry developments on FERC requirements and Public Utility Holding Company Act matters.
Previously, as deputy general counsel at Duke Energy Corporation, Carr oversaw corporate matters and worked with senior management, federal and state regulators, management and staff of industry organizations and members of Congress and their staffs on matters including complicated and prolonged litigation. Carr has practiced privately, focusing on representing clients in matters involving the regulation of natural gas, electric and nuclear energy. Carr began his career as a trial attorney in the Office of General Counsel of the Federal Power Commission, the predecessor agency to FERC. He later was a trial attorney in the regulatory division of the Office of the General Counsel of the U.S. Atomic Energy Commission, the predecessor agency to the U.S. Nuclear Regulatory Commission.
Since 2000, Carr has taught federal energy regulation as a professor at Washington and Lee University School of Law. His course has been incorporated into the school's regular third-year curriculum. He is currently writing a book chapter to be edited by the Federation of American Scientists and Washington and Lee that will assess the future of nuclear power in the United States. The book is to be published early next year.
Carr earned his J.D. from Washington and Lee in 1971. He received his B.A. in English from the Virginia Military Institute in 1966. Carr is a veteran of the U.S. Marine Corps.
